The Development Research and New Technology Department studied your
appeal (concerned with the "revision of the present archaic and
conservative system of publication and estimation of scientific papers),
sended from the Government of Russian Federation. The solution of the
problem is outside competence of RosNauka.
The problem is actual and timely for the development of Russian
science nevertheless. We sent your materials for the study at the
Russian Academy of Science. We offer you to take part in the
R and D work, concerned with your letter in the Federal Scientific
Programm "The study and developments in the main directions of science
and technology" on the 2002-2006 years on the main direction "The
infrastructure development". The funds distribution will be made on the
competition base. All information, concerned with corresponding
documents appearance you can find at the site: http://fasi.gov.ru/The offers on the competition board lots formation are taking now
for 2006 competition. The form and appearance the document are located
at the aforesaid site.

The project authors do not have any commercial aims. Our (and other
scientists) offers were published at the project site also. Our project
materials were sended at the Russian Academy of Science also (see
letter text). We have not his answer from the Russian Academy of Science
yet.
