concerned with foreign electronic journals.
One can find the following information at the web page "Faq" (http://vak.ed.gov.ru/ru/answers/faq_3/index.php?from4=4&id4=121&i4=37) , at the web site of the High Certifying Commission (HCC) (Russia):
Question:
"is it possible to use papers, published in electronic scientific journals, during the defense of scientific degree?"
Answer:
"Yes, if these electronic journals are registered at the Informregister, and coordinated with HCC of the Russian Ministry of Education."
We visited the web site of the State Unitary Enterprise "Scientific and Technical Center "Informregister"" (http://www.inforeg.ru/) to get corresponding information in the Informregister's department of electronic journals (the chief of the department - Vigursky Konstantin Vladimirovich). The summary of our correspondence you can find bellow:
Question:
"Where can I find the list of all electronic journals (Russian and foreign) which are registered at the Informregister?"
Answer:
"Our organization doesn't register foreign network resources and electronic journals."
Question:
"What can you say about the foreign electronic journals? What state organization (in Russia) can solve this question? Now I look for a list of foreign electronic journals which papers can be taken into account during of defense of scientific degree. HCC informed all scientists that it is possible to make reference (in dissertations) only on the papers, published in electronic journals registered in your organization (Informregister). Why foreign electronic journals published at big foreign research centers aren't taken into account? I can't understand this decision of the officers of HCC. Can you give me any advice in this case?"
Answer:
"I can't answer you anything good.  … Unfortunately, I can't advise you anything, because I don't know. … "
We sent the corresponding letter (with the aforesaid text of our correspondence) to the HCC. At 09.03.2005 we have received the following answer from the HCC:
"Dear Alexander Shagaev
We'd like to report you the following information, concerned with your inquiry (devoted to the possibility to use papers, published in foreign electronic journals, during the defense of scientific degree):
The order of the registration of corresponding electronic journals isn't coordinated between "Informregister" and HCC. Thus, HCC don't consider such publications as scientific publications during the defenses of scientific degrees, yet. It is the reason, also, why we can't answer to your question (devoted to the possibility to use papers, published in foreign electronic journals, during the defense of scientific degree) clearly now. We work in the direction and corresponding information will be published at the HCC bulletin and site when this work will finish.

We are glad, that first step in the direction was made. We hope, also, that the solution of this concrete, question will not lost at the bureaucratic co-ordinations. However, scientific papers, published in Internet, by independent scientists don't considered as scientific papers yet - independently of their scientific level. Bureaucrats from the HCC usurped for them self the right to truth and they don't consider (in Russia) such papers as scientific. They do it, because such papers aren't reviewed. Long time will be need for the fight against such bureaucrats to change such situation. We have begun this fight now. We have not any doubts that our approach will prevail in future. It is only one question: how long will be this fight? We will inform you about all events, concerned with this question.
